Virginia Department of Education (VDOE) - English Learner Education
The purpose of this webpage is to provide important information and links to resources that support all educators in providing instruction and services to English Learners (ELs) across the content areas.

Divisions across the Commonwealth of Virginia serve over 117,000 ELs, who speak over 240 languages, and come from a variety of learning and cultural backgrounds. These students bring a unique set of assets that have the potential to enrich the experiences of all learners and educators.

The Virginia Department of Education (VDOE) works for the embodiment of an asset-based approach to educating ELs that honors their primary languages, background knowledge, and experiences.

VATESOL
VATESOL is the state affiliate of TESOL International, and part of the SETESOL affiliation. As a non-profit organization, we are dedicated to promoting professional development, strengthening instruction, and supporting research opportunities at all levels for teachers and administrators of ESL, EFL, and ESOL.

CAL
The Center for Applied Linguistics (CAL) is a non-profit organization founded in 1959. Headquartered in Washington DC, CAL has earned an international reputation for its contributions to the fields of bilingual and dual language education, English as a second language, world languages education, language policy, assessment, immigrant and refugee integration, literacy, dialect studies, and the education of linguistically and culturally diverse adults and children.

NCELA
Authorized under Title III of the Elementary and Secondary Education Act (ESEA), as amended, the National Clearinghouse for English Language Acquisition & Language Instruction Educational Programs (NCELA) supports the U.S. Department of Education's Office of English Language Acquisition, Language Enhancement, and Academic Achievement for Limited English Proficient Students (OELA) in its mission to respond to Title III educational needs, and implement Section 3202 Title III of the ESEA as it applies to English learners (ELs). NCELA has been operated by Manhattan Strategy Group, under contract from the U. S. Department of Education since 2018 under contract from the U. S. Department of Education’s OELA.

NCELA collects, coordinates, and conveys a broad range of research and resources in support of an inclusive approach to high quality education for ELs. To fulfill its mission, NCELA supports high quality networking among state-level administrators of Title III programs. In addition to SEA coordinators, NCELA serves other stakeholders involved in EL education, including teachers and other practitioners, parents, university faculty, administrators, and federal policymakers.
